However, if you look at the NORML.org websites as well as the websites for the respective Departments of Health for NJ, and NY, it looks like these laws are very restrictive (i.e. one can't grow there own plants etc); the laws are so restrictive that a recent VICE article mentioned that the number of medical cannabis patients in NY numbers less than 100.
