In otherwise healthy individuals this is usually a transient episode of low blood pressure which resolves on its own when the symptoms force the patient to sit or lie down.  Dehydration is often a contributing factor, and drinking water was probably an excellent idea.  Cannabis itself has no consistent effect on blood pressure, but once the mind and emotions enter the picture changes in heart rate and other significant cardiovascular responses can happen secondarily.  If you do not have any current health problems and are not taking any medications I would not expect this to happen again. Depending on how advanced your cirrhosis is, there could be an effect on the movement of ingested cannabis through the liver and on to the rest of the body.  If your COPD prevents you from inhaling, you might try tinctures or lozenges meant to be held in the mouth.  Cannabis can be absorbed directly from the mouth with effects usually in 10 minutes or so.  Once swallowed, a tincture is just an edible and will have to be absorbed from the stomach and passed through the liver before it reaches the rest of you.  Have you considered inhaling vaporized cannabis? However we might be able to do some deductive work to try to figure things out.  The more I think about your case, I wonder if cannabis is even the issue.  Hormonal swings in estrogen/ progesterone might cause some of the symptoms you describe.  Have you spoken to your ob-gyn or regular MD about these issues?  Is there any change in diet, stress levels at work, etc?   If you think cannabis may be the cause, I might try taking a break for a short time (perhaps a week or so) and see if there is any change in your symptoms.   Or another option is to try cannabis but to deliver it in a much lower concentration to your system;  you can try diluting cannabis tincture in tea, coffee, juice, or soup and see if this helps.
