With a \"less is more\" type of approach, yes many people start with 2.5-5 mg of THC per dose to minimize side effects (the CBD also helps).  If the product you have isn't labelled as to the actual content of THC and CBD, it would be tough to know how many drops would have that dose.  He would likely need to start with just a drop or two, then wait for an hour or longer for it to take full effect.  Then he would work up by a couple drops at a time until he finds the best dose.  Also, keep in mind that different batches/bottles may also vary slightly as to content.
